Purpose

The purpose of the Directorate Agricultural Statistics is to collect and manage national agricultural statistics.

Vision

The vision of the Directorate of Agricultural Statistics is to be the most reliable and comprehensive source of unbiased national agricultural statistics and information.

Mission

The mission of the Directorate of Agricultural Statistics is to collect, process, and interpret data and measure agricultural sector performance in order to disseminate relevant, reliable, unbiased, accurate, and timely information so that any relevant stakeholders can make informed decisions.

Strategic Objectives

  • To produce agricultural statistics that serve the strategic goals of the Department of Agriculture.
  • To develop and maintain a comprehensive database of statistics on the South African agricultural sector.
  • To develop and maintain a register of South African farmers, including small-scale farmers, in order to represent all farmers in the statistics produced.
  • To improve the quality of the data we collect through the improvement of methodologies and systems for data collection, processing and dissemination.
  • To determine the needs and requirements of our stakeholders.
  • To provide statistical information in line with customer and stakeholder requirements.
  • To develop a brand identity for the Directorate.
  • To promote the development of statistical capacity in South Africa.
  • To ensure greater cooperation and integration of processes between the sub-directorates.
  • To enhance the skills and expertise of the personnel within the directorate.

Mandate

The Directorate’s mandate is to facilitate the development of subsistence producers through the provision of implements and infrastructure. To also provide national frameworks to promote the sustainable households and national food production by improving production systems of subsistence producers in the agriculture, forestry and fishery sector to achieve food security and sustainable livelihoods.

Purpose

The purpose of the Directorate is to:

  • Provide policy guidelines for the attainment of both  national and household food security, 
  • Set norms and standards for viable subsistence farming sector in South Africa,  
  • Provide programmes for support and graduation to the subsistence producers,
  • Monitor and evaluate policies and programmes,
  • Co-ordinate activities that are cross cutting with other entities.
  • Develop and manage subsistence producers database,
  • Co-ordinate on-farm research of subsistence production systems,
  • Facilitate the design and planning of household food security programmes,
  • Establish and maintain national food security information management systems.

Clients of the Directorate

The clients of the Directorate Subsistence Farming include the following:

  • Provincial Departments of Agriculture,
  • Subsistence Farmers,
  • Social Cluster Departments,
  • Directorates/Functional Units within the Department of Agriculture, Forestry and Fisheries,

SUB-DIRECTORATES

The Directorate Subsistence Farming comprises of the following Sub-Directorates:

POLICY ANALYSIS AND DEVELOPMENT UNIT

KEY RESULT AREA

  • Provide national Food Security Policy Framework, Norms and Standards,
  • Co-ordinate the promotion and implementation of Food Security policies on regional, national, provincial and local government level,
  • Support on going review and updating of relevant national policies,
  • Formulate and administer Food Security Legislation.

 

SPECIAL FOOD SECURITY PROGRAMME UNIT

KEY RESULT AREAS

  • Coordinate and Support the development and implementation of Food Security programmes,
  • Monitoring and evaluation of subsistence producers supported.
  • Undertake feasibility studies on identified sites to implement Food Security projects.
  • Secretariat of Special Programmes for Food Security.
  • Maintain Database of subsistence producers.

 

INFORMATION MANAGEMENT UNIT

KEY RESULT AREAS

  • Enhance co-ordination of Food Insecurity and Vulnerability Information Systems,
  • Co-ordinate the review, generation and update of Food Security Information.
  • Develop and maintain Subsistence Farming Information Systems.

 

About Us

AIM: 

To improve on the production systems and development support of smallholder farmers (producers) in the agriculture, forestry and fisheries sectors to achieve food security and sustainable livelihoods for all.

FUNCTIONS:

  • Provide guidelines for development of existing and new small-holder farmers (“farmers’ has been changed to “producers” to accommodate the fishermen and the foresters).
  • Provide Programmes for support and graduation.
  • Set norms and standards for viable farmer settlement programmes.
  • Provide programmes for support and graduation.
  • Monitor and evaluate policies and programmes.
  • Co-ordinate activities that are cross cutting with other entities.
  • Develop and promote national policy and standards for household food security.
  • Facilitate the design and planning of household food security  programmes.

The guiding document currently is the developed Strategic Plan for Smallholder Support (SPSS) which will be endorsed by DEXCO. This SPSS seeks to improve coordination of support to smallholder producers by aligning and adjusting support functions to the benefit of the smallholder sector.

 

Towards the fulfillment of Outcome 7 which states that government should ensure vibrant, equitable and sustainable rural communities and food security for all. Output 1 of Outcome 7 refers to sustainable agrarian reform with the sub-output that the number of smallholder producers should be increased from a baseline of 200 000 to 250 000 within a period of five years. During the 2011/12 financial year a total of 21 192 smallholder producers were identified for support against an annual target of 15 000 and their needs captured whilst a total of 18 671 smallholder producers were identified for the 2012/13 financial year against an annual target of 15 000. Details of the information are provided in the tables below.

The directorate will continuously update this information via the learning and sharing platform that has been discussed with DAFF ICT for future use.

About Us

Overview and Mandate of the Directorate

The Department of Agriculture prioritize the development of appropriate agricultural skills among those previously excluded to ensure equitable participation in the agricultural sector. In this regard, a dedicated unit in the Department for the promotion of appropriate agricultural skills was established. This unit came to be known as Education, Training and Extension Services. The mandate of the Directorate Education, Training and Extension Services is derived from the following legislations.

  • The Skills Development Act (Act No 97 of 1997)
  • The Skills Development Levies Act
  • The Higher Education Act (Act 101 of 1997)
  • The Further Education and Training Colleges Bill, 2006
  • The White Paper on Education
  • The Sector Strategic Plan, 2001
  • The national Agricultural Education and Training Strategy, 2005

Purpose

The purpose of the Directorate Education, Training and Extension Services is to ensure that farmers and other Stakeholders access appropriate agricultural skills for the development of agriculture as an industry. In order to achieve this, the directorate will prioritise the following:

  • Develop and facilitate the implementation of the national Agricultural Education and Training Strategy.
  • Develop a Performance Improvement Plan for Extension and Advisory Service.
  • Developed an implementation Plan for future Governance of Colleges of Agriculture.
  • Develop and Publish reports on agricultural education and training.
  • Develop and implement targeted training programmes.
  • Ensure the generation of appropriate agricultural qualifications for the advancement of agriculture.
  • Liaise with agricultural line function Sector Education and Training Authorities to ensure alignment of their work with the strategic priorities of the Department.
  • Facilitate the development of Implementation Protocol between the Departments of Agriculture and Education for the advancement of agricultural education and training.
  • Coordinate and manage agricultural international training.

The Department of Agriculture, Forestry and Fisheries prioritize the transformation of Colleges of Agriculture in the country. In this regard, a dedicated unit in the Department for the transformation of these colleges was established. This unit came to be known as Sectoral Colleges. The mandate of the Directorate Sectoral Colleges is derived from the following legislations.

Purpose
The purpose of the Directorate Sectoral Colleges is to provide advice and strategic leadership on the development, implementation, coordination, monitoring and evaluation of national policies and strategies for the transformation of Sectoral Colleges into Agricultural Training Institutes; and to ensure of information in pursuit of human resource development in the sector. In order to achieve this, the directorate will prioritise the following:

  • Develop and facilitate the implementation of the national Agriculture, Forestry and Fisheries Education and Training Strategy.
  • Developed an implementation Plan for future Governance of Colleges of Agriculture.
  • Develop and coordinate the implementation of policies and strategies for Agricultural Training Institutes (ATI).
  • Ensure the development and implementation of targeted training programmes by ATIs.
  • Develop and Publish reports on agriculture, forestry and fisheries education and training.
  • Ensure the generation of appropriate agriculture, forestry and fisheries qualifications for the advancement of agriculture, forestry and fisheries.
  • Facilitate the development of Implementation Protocol between the Departments of Agriculture and Education for the advancement of agricultural education and training.
  • Coordinate and manage the development of the vocational training strategy.
