Purpose: To monitor, direct and manage the implementation of departmental services on Provincial and District level
Functions:
- Deliver and coordinate provincial cooperatives and enterprise development programmes
- Deliver and coordinate provincial rural infrastructure development programmes
- Coordinate the provision of land acquisition services
- Coordinate land development support
- Provide youth and skills development services that contribute to economic upliftment
- Provide property management services
- Coordinate implementation of land tenure and land rights programmes .
- Provide spatial planning and land use management services at Provincial level
- Manage the implementation of departmental projects at a district level
- Render corporate support services, including support to the Chief Directorate: Land Restitution Support
- Render financial, supply chain and transport support services, including support to the Chief Directorate: Land Restitution Support

YOUTH, WOMEN AND PEOPLE WITH DISABILITIES
In response to the African Union Declaration on Land, South Africa has been consistently reviewing land policies and strengthening its institutions. The gist is to provide equitable access to land and strengthen the land tenure security for women, youth and persons with disabilities. The accelerated implementation of the Beneficiary Selection and Land Allocation Policy is expected to yield marked transformation in the allocation of land to the targeted groups. This transformation will also aid in the collection of gender-disaggregated data and specific data on land tenure security for women, youth and persons with disabilities, to better understand the situation of the targeted groups to inform policies, laws and strategies for strengthening land tenure security.
To accelerate land redistribution and tenure reform during the 2020/21 financial year, 29 000 hectares (ha) were acquired, whereby 22 000 ha were acquired through land redistribution and 7 000 ha through the Land Tenure Reform Programme. This resulted in the allocation of more than 7 500 ha to women and 12 000 ha to youth.
The department also invested on skilled and employable youth in the agricultural sector and 1 Number of new students enrolled at agricultural training institute
The department also drive the National Rural Youth Service Corps (NARYSEC) which Provides social organisation, youth development and economic upliftment.
